The Assam Public Service Commission (APSC) is the premier recruitment body of the state, constituted under Article 315 of the Indian Constitution with its headquarters at Jawahar Nagar, Khanapara, Guwahati. APSC is responsible for conducting examinations and recruiting candidates for Group A and Group B gazetted posts under the Government of Assam. The most prominent examination conducted by the Commission is the Combined Competitive Examination (CCE), which serves as the gateway to prestigious services such as the Assam Civil Service (Junior Grade), Assam Police Service (Junior Grade), Assam Finance Service, Inspector of Taxes, Inspector of Excise, Labour Officer, Block Development Officer, Assistant Employment Officer, Sub-Registrar, District Transport Officer, and several other administrative positions. Apart from the CCE, APSC also conducts recruitment examinations for Junior Engineer, Assistant Engineer, Research Assistant, Lecturer, and various other technical and professional posts across state government departments.

The APSC CCE follows a multi-stage selection process consisting of a Preliminary Examination, a Main Examination, and a Personal Interview. The Preliminary Examination is an objective-type screening test with two papers — General Studies I and General Studies II (CSAT) — where only General Studies I marks are counted for qualifying to the Mains stage. The Main Examination is descriptive in nature and consists of six papers carrying a total of 1,500 marks, covering subjects such as Essay, General Studies, an Assam-specific paper on history, culture, governance and economy, and an optional subject chosen by the candidate. The interview carries 180 marks, bringing the total to 1,680 marks for final selection. A distinctive feature of the APSC syllabus is its strong emphasis on Assam-specific topics, with roughly 30-35% of the Prelims questions and an entire dedicated paper in Mains focused on the history, geography, polity, economy, and culture of Assam. Candidates must hold a degree from a recognized university, be permanent residents of Assam, and fall within the prescribed age limit of 21 to 38 years for the general category, with relaxations available for reserved categories.
